The answer is hidden in this other quote from the article :
"Over 200,000 farmers have committed suicide in the past 15 years,"

If a substantial fraction of those over 13,000 farmers who TAKE their own lives every year were to decide instead to just RISK their lives and take up arms against the rich and their government, the possibility of creating an egalitarian social order would be much more real. At the very least, they might encourage the rich to throw much larger crumbs to the poor so as not to lose everything.</description>
