The wealthy simply spent their money overseas and the US lost revenue. Even the liberals declared at the time that the luxury tax was hurting the economy and the yacht building industry was about to collapse. I suppose some sort of tax on flying private jets in the US could be enacted - but tit for tat they will then levy some sort of pollution tax on the rest of us.
