Unfortunately, this "important work" parrots the same points that the big commercial airlines have been saying for years - and it's full of the same inaccuracies.

Contrary to the report, 85% of privately-owned planes belong to small and mid-sized businesses who provide services like search and rescue, food supply and a number of farming services - and they do so at some 5,000 U.S. airports in communities that the major airlines ignore. And general aviation flight hours have held steady for several years while traffic at major commercial hubs has actually exploded.

If this is an issue of interest and you want to learn the real facts, check out our rebuttal to this "study," posted at http://www.aviationacrossamerica.com/pubs/Big_City_Think_Tan.cfm.

Here's what an American had to say in the comments section of this picture which is indicative of the lifestyle of Europe's elite:

Pretty impressive but NOTHING compared to Louisville (Kentucky, USA) during the Kentucky Derby. Almost 3--4 times as many as this!!

Poppy Bush tried a luxury tax on yachts, planes, furs and jewels - didn't work. The wealthy simply spent their money overseas and the US lost revenue. Even the liberals declared at the time that the luxury tax was hurting the economy and the yacht building industry was about to collapse.

I suppose some sort of tax on flying private jets in the US could be enacted - but tit for tat they will then levy some sort of pollution tax on the rest of us.
