They realize that it is the citizens of this country and not Al-Qaeda that can rise up in their masses against the tyranny of the state and abolish it, and with it, bring down the owning minority whom this state is made to serve. Obviously, they cannot articulate the naked truth and further expose themselves, so they have to sugar-coat and justify their actions by putting the fear of "gangs", "illegal immigrants", "terrorists",... in the people. Ultimately, the actual targets of surveillance are the real subversives: the citizens of this country.
