Back in the dark ages -- in the early 1980's when I began working in a law-related area for the US Forest Service in San Francisco -- it was called "sovereign immunity."  Now so weak and ineffectual are we, the powers-that-be don't stoop to notice our use of ridiculing words.   But I suppose you know that.</description>
